I'm afraid you're going to need Pro running on your computer for that. I've had a look and it appears that the shortcuts are not working in the web version. Then you can save the set customization as a separate file. This might be because ctrl+key activates the browser, not the program currently running in it. They create sub-sets of shortcuts based upon toolbars vs menus, and its much easier to drill to the exact one you are looking for.
